City Council adopt the confidential instructions to staff in Confidential Attachment 1 to the report (July 9, 2019) from the City Solicitor. 2. City Council authorize the public release of: a. the confidential instructions to staff in Confidential Attachment 1 to the report (July 9, 2019) from the City Solicitor; and b. Confidential Attachments 2 and 3 to the report (July 9, 2019) from the City Solicitor.

3. City Council direct that the balance of Confidential Attachment 1 to the report (July 9, 2019) from the City Solicitor remain confidential, as it contains advice that is subject to solicitor-client privilege. The confidential instructions to staff in Confidential Attachment 1 to the report (July 9, 2019) from the City Solicitor were adopted by City Council and are now public, as follows: 1. City Council direct the City Solicitor and other Staff to attend at the Local Planning Appeal Tribunal in support of the proposed revised policies to the St. Lawrence Neighbourhood Heritage Conservation District and St. Lawrence Neighbourhood Heritage Conservation District Plan (the "St. Lawrence HCD") as set out in and substantially in accordance with Confidential Attachment 3 to the report (July 9, 2019) from the City Solicitor. 2. City Council direct the City Solicitor to continue negotiations with other appellants to the St. Lawrence HCD appeal in an effort to resolve all outstanding issues under appeal and to take all necessary steps to bring resolution to the matter, in consultation with the Chief Planner and Executive Director, City Planning. Confidential Attachments 2 and 3 to the report (July 9, 2019) from the City Solicitor are now public and can be accessed under Background Information (City Council). The balance of Confidential Attachment 1 to the report (July 9, 2019) from the City Solicitor remains confidential in accordance with the provisions of the City of Toronto Act, 2006, as it contains advice that is subject to solicitor-client privilege.

City Council adopted the St. Lawrence Neighbourhood Heritage Conservation District and St. Lawrence Neighbourhood Heritage Conservation District Plan (the "St. Lawrence HCD") at its meeting of December 2015. The St. Lawrence HCD was subsequently appealed to the Local Planning Appeal Tribunal (the "LPAT" or "Tribunal"). The LPAT has scheduled a 14 day hearing on the merits of the St. Lawrence HCD beginning November 12, 2019.
