City Council on March 27 and 28, 2019, adopted the following: 1. City Council delegate authority to the City Clerk to designate an event of municipal significance and/or issue a letter of non-objection to the Alcohol and Gaming Commission of Ontario for requests for Special Occasion Permits and Temporary Extension of Liquor Licences that meet the criteria set out in Appendix 1 to the report (March 7, 2019) from the City Clerk, including consultation with the Ward Councillor, effective immediately.

2. City Council request the City Clerk to report back to the Executive Committee in March 2020 on the effectiveness of the delegation of authority for temporary liquor licences, such report to include: a. an assessment of whether: i. stakeholders, including businesses, residents, and event organizers, are better served; ii. the new procedure has streamlined the process and it is predictable, accountable, and transparent; iii. the criteria and mechanism to determine whether events are of municipal significance are clear; and iv. it is feasible to set a cap or maximum limit of temporary liquor licence extensions for any one address in any one year; and b. additional criteria and mechanisms that could be used to further standardize the assessment of events, such that Councillors can be provided with a staff recommendation on whether an event qualifies as being municipally significant.

The purpose of this report is to make permanent the temporary delegation of authority to the City Clerk during the recent election recess to write to the Alcohol and Gaming Commission of Ontario to endorse events for temporary liquor licences to fulfill the requirements for Special Occasion Permits and Temporary Extension of Liquor Licences, providing the events meet the criteria outlined.
