City Council on June 18 and 19, 2019, adopted the following: 1. City Council receive the 2018 Annual Report from the Chair, Administrative Penalty Tribunal in Attachment 1 to the report (April 26, 2019) from the Director, Court Services for information.

The Administrative Penalty Tribunal is an independent adjudicative body consisting of 25 public panel members referred to as Hearing Officers. Hearing Officers were appointed by City Council during its meeting on May 24, 25, and 26, 2017 to provide a second, independent review and decision in parking violation disputes. Hearing Officers have the authority to affirm, vary, or cancel the decision of a Screening Officer and extend time for payment.

In carrying out this mandate, the Tribunal is authorized to conduct pre-hearings and mediations. Decisions of the Hearing Officers are final - there is no further appeal.
