City Council on October 29 and 30, 2019, adopted the following: 1. City Council request the General Manager, Parks, Forestry and Recreation to: a. identify and provide a list of all waterfront properties that have been subject to flooding and of those properties, which have lease agreements with the City; and b. identify available options to address impacts from flooding and to provide details for a complaint process framework which may include requests for mitigation of adverse impacts such as rebate programs or other types of temporary relief.

2. City Council request the General Manager, Toronto Water to report to the Infrastructure and Environment Committee by the first quarter of 2020 with a formula to modify the current cost per benefiting property threshold of $32,000, and allow for exemptions and sensible flexibility, when proceeding with detailed design and construction estimates related to basement flooding protection programs.

This report responds to City Council direction to report to the Infrastructure and Environment Committee in fall 2019 on the Toronto Islands Flood Characterization and Risk Assessment Project (the "Project"). This Project will assist the City of Toronto and the Toronto Region Conservation Authority (TRCA) in planning for future flooding through flood characterization, flood risk assessment, and flood mapping for Toronto Island Park.

It provides options for long-term flood mitigation and adaptation. This report also provides an update on repairs and mitigation efforts from the 2017 and 2018 weather events, and a preliminary assessment of the 2019 high lake effect along the waterfront and Toronto Island Park.
