On March 27 and 28, 2019, Council adopted Item EX3.8 - Renewing the City's Commitment to Toronto Global. In adopting this Item, Council authorized the execution of a five-year funding agreement with Toronto Global, subject to certain terms and conditions including that the Province of Ontario and all participating municipalities also make five-year funding commitments to Toronto Global. The City has learned that the Province of Ontario has signed an agreement whereby it has only committed to a three-year term.

It is also now understood that certain participating municipalities will only commit to a three-year term. While it is still desirable for the City to enter into the funding agreement, it would make sense for the City's commitment to be reduced to a three-year period, consistent with the Province and other participating municipalities. Staff will be able to report back on a further renewal in the future if it appears that the Province and partner municipalities are also willing to extend their commitments. This matter is urgent because the agreement with Toronto Global is on track to be executed before the end of October 2019. Requires Re-Opening: This Motion requires a reopening of Executive Committee Item EX3.8, (March 27 and 28, 2019) only as it relates to the requirement for the Province of Ontario to enter into a five-year funding commitment.
