Accelerating the City's Tenants First Project - by Mayor John Tory, seconded by Councillor Ana Bailão

While work has progressed on realigning Toronto Community Housing Corporation to be more tenant focused and responsive, it has not moved fast enough. In 2017, City Council unanimously approved Tenants First, an ambitious project that would see the seniors housing units under a new governance model wherein they can effectively partner with health service institutions to provide the necessary services for seniors to age comfortably in place. This would allow better service to be provided to seniors and allow Toronto Community Housing Corporation to have laser like focus on its core tenants being individuals, families, and the vulnerable. Furthermore, there are other services within Toronto Community Housing Corporation's corporate structure that are not identified in Tenants First that should be given consideration for synergies with the City. Considering the significance of Toronto Community Housing Corporation and the importance of providing the best service possible to become a landlord of excellence, it is advantageous to accelerate the core parts of Tenants First to enhance the lives of Toronto Community Housing Corporation residents faster. This will allow the City Manager to prepare a report on how to accelerate Tenants First, find synergies within the corporate structure of Toronto Community Housing Corporation and the City, and governance options to achieve these goals.
