The Scadding Court Community Centre is proposing a public parklet pilot within the layby adjacent to Market 707 at 707 Dundas Street West, generally as shown in Attachment 1 to this Motion, between July and November 2019. Public parklets are sidewalk extensions that provide space and amenities for residents and visitors to stop, sit, and rest while taking in the activities of the street. Parklets have been successfully implemented in major cities including Chicago, New York and Philadelphia.

In Toronto, they have been beneficial on Spadina Road, Church Street, Elm Street, Duncan Street, Temperance Street and King Street. The layby fronting the Scadding Court Community Centre provides an opportunity to pilot parklets without impacting the travel lane. Currently, the street furniture adjacent to Market 707, the container market at 707 Dundas Street West, is creating pinch points for pedestrians. The existing furniture is proposed to be relocated onto two parklets (2 metres x 11 metres). This initiative is intended to improve the general pedestrian and market experience between July and November 2019. Parking regulations will remain unchanged. No pay and display parking will be lost. Stopping is prohibited between 7:00 a.m. to 9:00 a.m., Monday to Friday. On-street parking is prohibited at all times. However, loading/unloading or parking with a valid accessible parking permit during off peak hours is allowed. To mitigate any conflicts between curbside activities and the parklets, large wheel stop planters will delineate the two parklet zones. All costs and insurance requirements associated with the parklets are to be borne by the Scadding Court Community Centre and its agents. The proposal has been reviewed and is supported by Transportation Services, Solid Waste Management Services, Legal Services and the Toronto Transit Commission.
