City Council approve the closure of the sidewalk approximately 30.0 metres east of Manning Avenue and a point approximately 30.0 metres further east, from March 1, 2019 to October 31, 2020. 2. City Council approve the closure of the lay-by lane on the south side of College Street from Manning Avenue to a point approximately 36.0 metres east from March 1, 2019 to October 31, 2020.

City Council rescind the existing parking machine regulation in effect on the south side of College Street from 8:00 a.m. to 9:00 p.m., Monday to Saturday and from 1:00 p.m. to 9:00 p.m., Sundays from a point 17.0 metres east of Manning Avenue to a point approximately 91.0 metres east. 4. City Council prohibit stopping at all times on the south side of College Street, from Manning Avenue to a point 91.0 metres further east. 5. City Council direct the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 6. City Council direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 7. City Council direct that College Street be returned to its pre-construction conditions when the project is completed.

As the Toronto Transit Commission (TTC) operates a transit service on College Street, City Council approval of this report is required. SKYGRiD Construction Incorporated is constructing mixed-use commercial retail and residential suites at the lands municipally known as 547, 549 and 555 College Street. This development includes 3-story building and a 6-story commercial building. The site is bounded by a public laneway to the south, existing commercial building to the east and College Street to the north, and Manning Avenue to the west.

Transportation Services is requesting approval to close the sidewalk on the south side of College Street and remove 6 pay parking spots on College Street within the lay-by. This occupation is Phase 2 for development of this site and would be required for the duration of 20 months to accommodate shoring and excavation work construction staging operations for the development. With the proposed construction staging area in place, vehicular traffic operations on College Street will be maintained. Pedestrian will be directed to a covered walkway within the lay-by on College Street fronting this site. Vehicular operations on College Street will remain unchanged. A change in parking on College Street would occur as a result of the removal of 6 pay parking spots required for staging and site access.

City Council approve the closure of the sidewalk approximately 30.0 metres east of Manning Avenue and a point approximately 30.0 metres further east, from March 1, 2019 to October 31, 2020. 2. City Council approve the closure of the lay-by lane on the south side of College Street from Manning Avenue to a point approximately 36.0 metres east from March 1, 2019 to October 31, 2020.
