Charles Street West is a roadway in transition. With major rezoning applications in the area, various streetscape plans under development, and Yonge TOmorrow in consultation phase, transportation planning and roadway operations must be carefully planned with the input of area stakeholders. At the March 19, 2019 meeting of Toronto and East York Community Council, staff report TE4.54 - Commercial Loading Zone - Charles Street West was deferred, as neighbourhood residents and stakeholders had voiced concerns that they were not consulted with for this report, as directed at the November 14, 2017 meeting of Toronto and East York Community Council through item TE28.68 - Two-way Operation - Charles Street West.

Subsequent conversations with the applicant - Shoppers Drug Mart - and the community indicated that a commercial loading zone would be allowable on a temporary basis, so long as it does not preclude the development of new plans for the street.
