City Council on July 28 and 29, 2020, adopted the following: 1. City Council receive the 2019 Annual Report from the Chair, Administrative Penalty Tribunal, contained in Attachment 1 to the report (June 17, 2020) from the Director, Court Services for information. 2. City Council request the City Manager to report on whether City Council's decision on Item 2013.MM30.7 headed "Saving Grace" is being applied by the Administrative Penalty Tribunal.

The Administrative Penalty Tribunal is an independent adjudicative body consisting of 25 public panel members referred to as Hearing Officers. Hearing Officers were appointed by City Council during its meeting on May 24, 25, and 26, 2017 to provide a second, independent review and decision in parking violation disputes. Hearing Officers have the authority to affirm, vary, or cancel the decision of a Screening Officer and extend time for payment.

In carrying out this mandate, the Tribunal is authorized to conduct pre-hearings and mediations. Decisions of the Hearing Officers are final - there is no further appeal.
