In addition, the built form in the area is also changing from one of industrial/commercial and low-density residential into more high-density residential and offices. For much of its length, however, Dupont Street does not provide a safe or inviting environment for active transportation uses, including pedestrians and cyclists. In the review of the Zoning Amendment application for 316 -320 Dupont Street (9-storey office building with retail) on the north side of Dupont Street, City staff in Transportation Services, in consultation with City Planning and Development Engineering, have identified the need at this location for a signalized crossing at the intersection of Dupont Street and Kendal Avenue. The site is proposed to be developed in conjunction with the adjacent site at 328-332 Dupont Street which is under the same ownership and, on appeal, was previously approved in principle by the Local Planning Appeal Tribunal for development of a 13-storey mixed-use building with 115 dwelling units. It is expected that the scale of the combined proposals will have a significant impact in terms of transit and active transportation activity in this area. A signalized crossing will improve the conditions along the corridor for pedestrians and cyclists, particularly given the proximity to the Dupont Subway Station and the bus stop on the southwest corner of Dupont Street/Kendal Avenue. The intersection of Dupont Street and Kendal Avenue is approximately 200 metres (+/- 10 metres) from each of Howland Avenue and Spadina Road, such that a safe signalized crossing will improve conditions for new and existing residents and will serve to slow vehicular speeds along the corridor which was identified by existing residents as a concern during community consultation. This focus is also of extreme importance to the City as it advances Vision Zero principles more broadly across the City. The applicant has been advised that signalization is proposed to be required as a condition of site plan approval for the proposed development at 316 - 320 Dupont Street. Both Traffic Planning and Traffic Operations staff have been consulted on this and have reviewed the preliminary design as provided by the Applicant. As the Toronto Transit Commission operates a transit service on Davenport Road City Council approval for this item is required.

3. City Council direct the General Manager, Transportation Services to take all necessary action to implement signalized traffic control at the intersection of Dupont Street and Kendal Avenue, including adding it to the capital budget.
