On May 3, 2019, Parks, Forestry and Recreation (PFR) received a formal resident application to name an unmarked park road within Earl Bales Park, located at 4169 Bathurst Street, to "Boris Nemtsov Way." The City of Toronto reviewed the application in accordance with City's Property Naming Policy. PFR consultation allowed residents to participate in the naming process and provide feedback. The consultation generated opposing reaction and PFR determined that naming the park road after Mr.

Nemtsov would be contentious in the community. Given the opposing reaction of residents, ongoing discussions about Mr. Nemtsov's legacy and his lack of local connection to the park, PFR does not support naming the park road.
