Scarborough Community Council: 1. Prohibited eastbound and westbound U-turn movements at all times on Beverly Glen Boulevard, between Bridletowne Circle and Heatherside Drive. 2. Waived the petition and polling requirements under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Beverly Glen Boulevard, between Bridletowne Circle and Pharmacy Avenue. 3. Directed the City Solicitor to prepare a by-law to alter the roadway of Beverly Glen Boulevard, between Bridletowne Circle and Pharmacy Avenue, to install seven speed humps generally as shown at the locations set out in a drawing to be provided by Transportation Services.

4. Reduced the speed limit from 40 km/h to 30 km/h on Beverly Glen Boulevard, between Bridletowne Circle and Pharmacy Avenue in conjunction with the installation of speed humps set out in Part 2 above.

This staff report is about a matter that Community Council has delegated authority to make a final decision. In response to the Councillor's and residents' concerns regarding the speed of vehicles on Beverly Glen Boulevard, Transportation staff reviewed the need for traffic calming on Beverly Glen Boulevard, between Bridletowne Circle and Heatherside Drive. Our assessment indicates the criteria as set out in the Traffic Calming Policy has not been satisfied on this street.

Therefore, traffic calming should not be installed on Beverly Glen Boulevard. Transportation staff also reviewed the feasibility of prohibiting U-turns on Beverly Glen Boulevard, between Bridletowne Circle and Heatherside Drive, to determine a U-Turn prohibition will reduce conflicts between all users and improve safety along this section of Beverly Glen Boulevard in the vicinity of Beverly Glen Junior Public School.

Staff recommended

The Acting Director, Traffic Management, Transportation Services, recommends that: 1. Scarborough Community Council prohibit eastbound and westbound U-turn movements at all times on Beverly Glen Boulevard, between Bridletowne Circle and Heatherside Drive. 2. Scarborough Community Council not authorize the installation of traffic calming measures on Beverly Glen Boulevard, between Bridletowne Circle and Heatherside Drive.
