The Toronto and East York Community Council: 1. Requested the Chief Planner and Executive Director, City Planning, to review the Official Plan land use designation for the properties at 8 and 10 Talbot Street to permit commercial parking for the commercial use at 1623 and 1625 St. Clair Avenue West, including any conditions required to allow this change to occur.

Members of the local business community approached my office and City Planning to request that the City initiate an Official Plan Amendment in order to allow the installation of a parking lot within the hydro corridor. The subject property, owned by Infrastructure Ontario (IO) and operated by Hydro One, is adjacent to a local business located at 1623 and 1625 St. Clair Avenue West. This local business is attempting to lease the parcel of land from IO to create a 7 space parking lot.

The proposed seven (7) additional parking spaces would be located at 8 and 10 Talbot Street, immediately south of 1625 St Clair Avenue West, within the Utility Corridors and Neighbourhoods designation, as well as within the Utility and Transportation (UT) zone and Residential (R) zone. With these lands being owned by by a government agency (IO) and only to be leased by the local business, it is my belief that an administrative change by the City to help facilitate this change is appropriate. Therefore, I am requesting Toronto and East York Community Council to approve this request for a City-initiated Official Plan Amendment at 8 and 10 Talbot Street.
