The Toronto and East York Community Council: 1. Waived the polling requirement under the City's Traffic Calming Policy and authorize the installation of traffic calming (speed humps) on Belsize Drive, between Tullis Drive and Cuthbert Crescent. 2. Directed the City Solicitor to prepare a by-law to alter the roadway on sections of Belsize Drive, between Tullis Drive and Cuthbert Crescent , for the installation of one speed hump, generally as shown on the attached Drawing No. 421G-3760, dated June 2020.

I am writing to you to request Community Council's support for a motion that is important to the constituents of the Toronto-St. Paul's ward, but one that could not be brought forward by staff due to the impacts of the pandemic on staff redeployments. The residents of Belsize Drive came to my office last November with a petition for speed humps on the block between Tullis Drive and Cuthbert Crescent. We have recently received the findings of the study conducted by Traffic Operations, which indicated that the street did not meet the operating speed warrant in order to be approved for speed humps (46 km/h was the observed speed).

The most effective and meaningful way to address the concerns of the community over speeding would be through the installation of speed humps. Therefore, as the actual signed speed limit on the street is 30 km/h and the majority of residents have signed the petition in support of speed humps, I am moving a motion to approve the installation of speed humps at this location.
