This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. Transportation Services staff have reviewed the need for compulsory stop controls for westbound traffic on Keystone Avenue and on Ethelwin Avenue at its uncontrolled three-way intersections with Cedarvale Avenue in order to clearly define the right-of-way and to regulate safe traffic flow.

The Acting Director, Traffic Management, Transportation Services recommends that: 1. Toronto and East York Community Council authorize compulsory stop control for westbound traffic on Keystone Avenue at Cedarvale Avenue. 2. Toronto and East York Community Council authorize compulsory stop control for westbound traffic on Ethelwin Avenue at Cedarvale Avenue.
