This application proposes to permit a nine-storey institutional building with an overall height of approximately 43 metres and a gross floor area of approximately 14,770 square metres for the property at 78-90 Queen's Park. Falconer Hall and the Edward Johnson building are proposed to be retained and integrated into the development while the McLaughlin Planetarium is proposed to be demolished. Three vehicle parking spaces and 83 bicycle spaces are proposed.

The proposed development is consistent with the Provincial Policy Statement (2020), conforms with the Growth Plan for the Greater Golden Horseshoe (2020) and conforms with the Official Plan. This report reviews and recommends approval of the application to amend the Zoning By-law. The application proposes a compact built form on a site that is appropriate for further intensification, within a built-up area, that would take advantage of existing infrastructure, conserve heritage resources, provide new institutional uses, allocate approximately 50 percent of the site as open space and contribute to the vitality of the campus and surrounding area. The City Planning Division recommends that: 1. City Council amend Zoning By-law 438-86, for the lands at 78-90 Queen's Park substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 6 to this report (September 15, 2020) from the Director, Community Planning, Toronto and East York District. 2. City Council authorizes the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.
