This application proposes to allow a new 6-storey mixed-use building with 30 dwelling units and 933 square metres of commercial space at 466-468 Dovercourt Road. The proposal has been significantly revised since the original submission in response to feedback from staff and the local community. The proposed development is consistent with the Provincial Policy Statement (2020), conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020) and conforms with the Mixed Use Areas policies of the Official Plan.

This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law. The proposed development provides adequate transition to the adjacent Neighbourhood to the north and provides for small-scale commercial uses, including music-related uses, that respect the site's 105-year history as a mixed-use building, most notably as The Matador Ballroom.
