City Council on November 9, 10 and 12, 2021, adopted the following: 1. City Council ratify the appointment of Vic Gupta to the position of Chief Executive Officer, CreateTO, subject to an agreement of employment terms. 2. City Council authorize the public release of the name and candidate summary of Vic Gupta once employment terms are agreed, and City Council direct that the balance of Confidential Attachment 1 to the Transmittal (November 5, 2021) from the Board of Directors of CreateTO remain confidential as it contains personal information about an identifiable individual.

Candidate Summary of Vic Gupta: Vic Gupta Mr. Gupta joined CreateTO in 2019 as Senior Vice President, Strategic Development and has most recently held the position of Executive Vice President, Strategic Development. During his time with the agency, Mr. Gupta helped to set the strategic direction of CreateTO as a member of the Executive Management Team and led a multi-disciplinary team that collaborates with partners and stakeholders to identify opportunities to leverage the City's real estate assets to deliver economic and community benefits. He was also responsible for the overall management of the Port Lands group. Mr. Gupta has extensive experience in the both the public and private sectors. He served as Principal Secretary to Mayor John Tory during the Mayor's first term in office. Prior to his time at City Hall, Mr. Gupta ran Prime Strategies Group, a successful public affairs consulting business that he founded in 1999. His company was acquired by Sussex Strategy Group in 2011 and he used that opportunity to run for elected office, running twice as a candidate for the Member of Provincial Parliament in the riding of Richmond Hill. Mr. Gupta has a strong focus on diversity, equity and inclusion and was a founding member and the executive sponsor of CreateTO's Diversity, Equity and Inclusion Committee. He received his B.A. Honours (Political Science) from the University of Western Ontario. Mr. Gupta lives in Toronto with his wife and their two children. the balance of Confidential Attachment 1 to the Transmittal (November 5, 2021) from the Board of Directors of CreateTO remains confidential in accordance with the provisions of the City of Toronto Act, 2006, as it contains personal information about an identifiable individual.

The purpose of this report is to facilitate the transmission of the CreateTO Board decision to City Council in a timely manner and to seek City Council's ratification of the Board's choice for the position of Chief Executive Officer. The CreateTO Board will meet on Friday November 5, 2021 to appoint the candidate to the position of Chief Executive Officer. Following its meeting, the Board will transmit its decision and recommended candidate to City Council for ratification.

The City Manager recommends that: 1. City Council ratify the appointment of the candidate recommended by the Board of Directors of CreateTO, subject to an agreement of employment terms.
