The purpose of this report is to request authority to amend Non-Competitive Blanket Contract Number 47022679 with Star Security Inc. for the provision of security guard services at various locations managed by the Shelter, Support and Housing Administration Division, in the amount of $8,074,610 net of Harmonized Sales Tax ($8,216,723.14 net of Harmonized Sales Tax recoveries), for the period from January 1, 2021 to September 30, 2021.

With the requested amendment, the total contract value will be increased from $14,402,995.51 to $22,477,605.51, net of Harmonized Sales Tax. The non-competitive contract will continue to support the City's COVID-19 emergency response, and allow staff sufficient time to award a new competitive contract. The contract will continue to honour the existing terms and conditions of the existing Non-Competitive Blanket Contract Number 47022679 with Star Security Inc. The Economic and Community Development Committee's approval is required in accordance with Municipal Code Chapter 195, Purchasing, where the current request exceeds the Chief Procurement Officer's authority of the cumulative five year commitment limit for each vendor under Article 7, Section 195-7.3(D) of the Purchasing By-law or exceeds the threshold of $500,000 net of Harmonized Sales Tax allowed under staff authority as per the Toronto Municipal Code Chapter 71, Financial Control, Section 71-11.1.
