The purpose of this report is to seek City Council ("Council") authority to amend the terms of a below market rent lease agreement with Shining through Centre for Children with Autism (the "Tenant") for the property known as 305 Greenfield Avenue (the "Leased Premises"), as previously authorized by Council, to permit the Tenant to perform capital work on behalf of the City. A preliminary total cost estimate values the work at $3,000,000 (exclusive of Harmonized Sales Tax).

Of that total value, $2,500,000 is attributed to Accessibility for Ontarians with Disabilities Act compliance work and $500,000 is attributed to State of Good Repair work (the "Work").
