In the fall of 2020, the Eighth Street Cenotaph was moved to its new home in Colonel Samuel Smith Park due to the development of a condominium project at the site of the former Royal Canadian Legion Branch 3. This Motion requests authority from Council to amend the Approved 2021 Capital Budget and 2022-2030 Capital Plan for Parks, Forestry and Recreation to create a new capital sub-project for improvements to the Cenotaph in Colonel Samuel Smith Park, with a project cost and cash flow commitments of $292,000 in 2021.

Improvements to the Cenotaph will include a gathering space, connecting pathway, lighting and landscaping. The improvements will be fully funded by a Section 37 community benefit obtained from the development at 2115-2139 Lake Shore Boulevard West and various Section 42 Above 5 percent Cash-in-lieu, generated from developments in proximity to Colonel Samuel Smith Park. These funds have been received and are eligible for these purposes. Operating impacts, if required, will be submitted for consideration through future budget submissions.
