City Council on March 10, 2021, adopted the following: 1. City Council authorize the Executive Director, Housing Secretariat to provide $229,208.45 in funding, inclusive of HST and disbursements, from the Capital Revolving Reserve Fund for Affordable Housing (XR1058) to St. Clare's Multifaith Housing Society, a non-profit housing operator, to support the modernization of 10 kitchens at 138 Pears Avenue in Ward 11, fully funded from the following development: a.

250 Davenport Road, secured for improvements to the privately owned publically accessible open space; however the funds have now been utilized for the stated purpose within 3 years of the final confirmation date and thus may be redirected for another purpose, at the discretion of the Chief Planner and Executive Director, City Planning, in consultation with the Ward Councillor, provided that the purpose is directed in the City's Official Plan and will benefit the community in the vicinity of the Lands, in the amount of $218,468.41 (Source Account XR3026-3700937); and b. 250 Davenport Road, secured for capital improvements to support food security benefits and/or health services for the benefit of current and future tenants; however the funds have now been utilized for the stated purpose within 3 years of the final confirmation date and thus may be redirected for another purpose, at the discretion of the Chief Planner and Executive Director, City Planning, in consultation with the Ward Councillor, provided that the purpose is directed in the City's Official Plan and will benefit the community in the vicinity of the Lands, in the amount of $10,740.04 (Source Account XR3026-3700935). 2. City Council approve an increase to the 2021 Operating Budget for the Housing Secretariat, subsequent to its approval by Council, of $229,208.45 gross, $0 net, in coordination with the Executive Director, Housing Secretariat, for affordable housing at 138 Pears Avenue funded from the Capital Revolving Reserve Fund for Affordable Housing (XR1058) subject to the following conditions: a. the transfer of the designated funds from XR3026 to XR1058; and b. St. Clare's Multifaith Housing Society signing an agreement which governs the use of the funds and the financial reporting requirements.

The HousingTO 2020-2030 Action Plan identifies the critical need to protect the existing supply of affordable rental housing across the City. This Motion seeks Council's approval to transfer $229,208.45 to the approved 2021 Operating Budget for Housing Secretariat, on a one time basis, to provide funding to St. Clare's Multifaith Housing Society, fully funded from Section 37 (Planning Act Reserve Fund) community benefits from the developments at 250 Davenport Road.

This funding will support modernization of all remaining units by adding a kitchen inside existing affordable rental housing units at 138 Pears Avenue. This work will improve the quality of homes for existing and future residents. During the ongoing COVID-19 pandemic, the need for safe, affordable homes is even more acute to protect both individual and public health. This follows up on a previous decision from City Council in November for modernization of kitchens in 10 other affordable rental housing units at 138 Pears Avenue.
