City Council request the Chief Planner and Executive Director, City Planning, in consultation with the General Manager, Parks, Forestry and Recreation, the appropriate officials of the Toronto Parking Authority, the Social Development Finance and Administration, and CreateTO, to prepare a feasibility study: a. on repurposing the Green P parking lot at 20 Shortt Street to a community service hub and an affordable housing development, while maintaining current parking levels; and b.

to include an inventory of the existing social community infrastructure within a 500 metre radius of Dufferin Street and Eglinton Avenue West, and compare this list to the future level of expected density arising from the completion of new developments and the Eglinton Light Rail Transit.

Eglinton Avenue West is continuing to see an unprecedented number of development applications which is creating more density in an area that is severely lacking the social and recreational infrastructure needed to accommodate an influx of new residents. A high concentration of this development is occurring along Eglinton Avenue West, from Marlee Avenue to Dufferin Street, and north along Dufferin Street. This development is largely predicated on the completion of the construction of the future Eglinton Crosstown Light Rail Trail.

There is an imminent need for more social community infrastructure to support the future growth of this area and a community service hub can achieve this goal. Moreover, integrating affordable housing above the community service hub will fill the need to provide housing to a wide range of demographics and income levels. The addition of a combined community service hub and affordable housing, while providing adequate parking at this site is an important component of developing a complete neighbourhood. It is requested that the Chief Planner and Executive Director, City Planning, in consultation with the General Manager, Parks, Forestry and Recreation, the appropriate officials of the Toronto Parking Authority, the Social Development Finance and Administration, and CreateTO, prepare a feasibility study on repurposing the Green P parking lot at 20 Shortt Street to a community service hub and an affordable housing development, while maintaining current parking levels. This analysis can be coordinated with the recently initiated Little Jamaica and the Eglinton West Neighbourhoods Study.
