City Council on March 10, 2021, adopted the following: 1. City Council direct the Chief Engineer and Executive Director, Engineering and Construction Services to include an addendum to the Request for Quotation for the Broadview Watermain Construction and the Toronto Transit Commission Track Replacement with requirements for the contractor to ensure that businesses, including the Broadview/Danforth Business Improvement Area, are supported during both phases of work, with the hiring of a dedicated staff and that the hiring be done in consultation with the City's Business Improvement Office and the Broadview Danforth Business Improvement Area.

2. City Council request the General Manager, Parks, Forestry and Recreation to report to the April 28, 2021 meeting of the Infrastructure and Environment Committee on options for long awaited improvement to top of the bank in Riverdale Park East that could be considered with the reconstruction of Broadview Avenue. 3. City Council direct that the tender documents clearly outline contractor requirements to keep the streets neat and tidy, and ensure safe pedestrian and cyclist access to Riverdale Park East at all times. 4. City Council direct the Chief Engineer and Executive Director, Engineering and Construction Services to avoid a two year street closure by either collapsing the Broadview Watermain Construction and Toronto Transit Commission Track Replacement by either collapsing the two contracts into one year construction or to hold off the Toronto Transit Commission track work for a minimum of one year after the completion of the Watermain Construction.

Engineering and Construction will be managing two major projects on behalf of Toronto Water and the Toronto Transit Commission on Broadview Avenue between Gerrard Street East and Danforth Avenue. One is scheduled for 2021 and one for 2022. Each of these projects will create disruption for residents and local businesses. These local residents and businesses have already been under pressure due to the ongoing Don Valley and Central Waterfront project in Riverdale Park and of course the pressures that all businesses are facing due to the COVID-19 Pandemic.

Incorporating these requirements into the initial contract will give the businesses and residents the security of knowing that the contractor is incorporating their concerns into their planning from the earliest stage. Leaving these considerations to a later stage would negatively impact businesses, as has happened, unfortunately, on other projects.

City Council direct the Chief Engineer and Executive Director, Engineering and Construction Services to include an addendum to the Request for Quotation for the Broadview Watermain Construction and the Toronto Transit Commission Track Replacement with requirements for the contractor to ensure that businesses, including the Broadview/Danforth Business Improvement Area, are supported during both phases of work, with the hiring of a dedicated staff.
