City Council on March 10, 2021, adopted the following: 1. City Council amend the Approved 2021 Capital Budget for Economic Development and Culture by increasing the PAR Ossington Avenue project (CED104-79) by $50,000 gross and $0 debt in project cost and cash flow funding of $50,000 in 2021, fully funded by Section 37 funds obtained in the development at 751 King Street West (Source Account: XR3026-3700333), for completing public art and streetscape improvements in the Ossington Business Improvement Area.

This Motion seeks approval to release Section 37 funds of in the amount of $50,000 to the Ossington Business Improvement Area for the completion of public art and streetscape improvements. The Business Improvement Area will maintain all streetscape improvements once constructed. The Ossington Business Improvement Area has been working in partnership with the City, through the Business Improvement Area Office and the community, on this comprehensive streetscape renewal and beautification project for many years.

The plan includes the installation of public art and two parkettes. Each parkette will increase the pedestrian clearway on side street flankages and include new trees, landscaping, seating and public art. Taken together, the components of this streetscape plan will enhance the public realm and pedestrian experience, improve the prominence of Ossington Avenue as a retail destination and establish Ossington Avenue as a central hub for future place-making interventions. Funds have been secured through a Section 37 Agreement for the development at 751 King Street West for "for public art in the area, as determined by the City's Chief Planner in consultation with the Ward Councillor". The funds secured have been received by the City and sufficient monies remain uncommitted for this project. This Motion is urgent because the Business Improvement Area Office need to have the funds secured in early April to advance the work.
