City Council on May 5 and 6, 2021, adopted the following: 1. City Council extend the appointment term of the Auditor General to December 16, 2022. 2. City Council authorize the Chief People Officer to negotiate a limited employment agreement of up to 3 months to permit a transition period with the successive Auditor General, as determined necessary through the recruitment process.

COVID-19 has had a profound impact on the City, including to the work of the City's Accountability Officers. The Auditor General has faced this pressure on many fronts, with a diversion of resources to the pandemic response, constraints to delivering her work plan, and new priority focus areas. The Toronto Public Service has redeployed resources which has in some cases impacted the ability to respond to ongoing audits or the implementation of prior recommendations.

Additionally the pandemic has highlighted significant social pressures, new circumstances, priorities, and risks, creating a crucial time for Council to rely on the continuity of the Auditor General's work. The City of Toronto's Auditor General was appointed by Council in 2014 for a seven year term, ending December 16, 2021, under item 2014.CC52.7. http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2014.CC52.7 In consideration of the impacts of the COVID-19 emergency on the Auditor General and her ongoing and evolving body of work to support Council, I propose that the term for the Auditor General be extended for 12 months, with an option to negotiate a limited employment agreement to aid the transition and onboarding of the next Auditor General. This extension will allow for a robust and comprehensive recruitment process to take place during the current Council term, and to ensure that a new Auditor General is appointed this term and ready to serve for the next Council term through an orderly and continuous transition.
