City Council on May 5 and 6, 2021, adopted the following: 1. City Council request the City Manager, the Chief Planner and Executive Director, City Planning and the Executive Director, Transit Expansion Office to recover the increased capital costs from Metrolinx for the Eglinton East Light Rail Transit, due to increased cost of the Scarborough Subway Extension, as a result of changes in scope.

In the City's Transit Expansion Projects, Fourth Quarter 2020 update to City Council on December 16, 2020, Item EX19.5, it was explained the City of Toronto will incur additional costs to the construction of the Eglinton East Light Rail line, due to design changes requested by Metrolinx for the Kennedy Subway Station. The change in scope requires the City to update the tunnel design for the Eglinton East LRT connection to Kennedy Station by further tunneling, increasing the project costs.

As Metrolinx outlined, the required changes to the design of the Scarborough Subway Extension through Kennedy Station, including a third rail, results in increased cost to the EELRT of $600 million. These increased costs should not be borne by the City of Toronto. It removes much needed funding from the Eglinton East LRT.

City Council request the City Manager, the Chief Planner and Executive Director, City Planning and the Executive Director, Transit Expansion Office to recover the increased capital costs from Metrolinx for the Eglinton East Light Rail Transit, due to increased cost of the Scarborough Subway Extension, as a result of changes in scope.
