This Motion is for the allocation of $156,287.06 of Section 37 funds towards a memorial commemorating the life and contributions of former Deputy Mayor Pam McConnell. At its meeting of July 23, 2018, City Council directed staff to honour the late Pam McConnell by renaming the Aquatic Centre in Regent Park after her, and incorporating a memorial bench and commemorative statue in her memory. http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2018.MM44.120 In 2019, work was begun on the project, and then the impact of the Covid-19 pandemic created delays through 2020.

In 2021, staff reengaged with the project. While the budget for the bench and signage is being covered by the Parks, Forestry and Recreation Capital Budget, the commemorative artwork is unfunded. Economic Development and Culture staff have begun drafting the terms of reference for a public art commission for the site, but a budget must be identified for the call. Planning staff have identified Section 37 funds available from 75, 77, and 83 Mutual St that may be applied to this project adhering to uses identified in the by-law. It is anticipated that the call for proposals will be released at the public unveiling of the new signage for the Pam McConnell Aquatic Centre later this summer. The artwork will be installed in 2022.
