City Council on May 5 and 6, 2021, adopted the following: 1. City Council request the Province of Ontario to support a cost-effective, application-based, station locate system to further assist mobility-challenged drivers to full service gas retail stations, and that this measure be included as part of the 'Customer Service' section of the Accessibility for Ontarians with Disabilities Act (AODA). 2. City Council request the Province of Ontario to adopt guidelines which identify a geographic radius for which full-service at gas stations would be available.

For disabled drivers, exiting a vehicle and filling up on fuel at a gas station can be both challenging and dangerous. In the past, disabled drivers could visit local gas stations in nearly any corner of the City, knowing that a full-service option would be both available and accessible. However, over the past 40 years, the number of full-service gas stations has dwindled dramatically, presenting a unique challenge for those who depend on this vital service.

Not knowing in advance which stations can assist with full-service fueling can also be an impediment. Identifying and locating many full-service availability have been able to do so with mobile applications such as "fuelService". Applications like fuelService connect drivers with gas stations that continue to provide this option. In British Columbia, Chevron Canada is conducting a pilot project with fuelService, across Canada, affecting approximately 1,300 Shell Canada. These gas stations can be found on the app. Despite these positive developments, disabled drivers in Toronto continue to be left behind. Making a full-service option available at gas stations will assist not only differently-abled and mobility impaired drivers, but also other segments of the population that may struggle to pump gas, including seniors and young families.
