The Community Awareness and Emergency Response Association is in southeastern Scarborough. It was formed in 1988 and has grown to include chemical manufacturing companies, local government agencies such as Fire, Police, Water Treatment, Wastewater Treatment and other Emergency Services which have operations in the east part of Toronto. The Community Awareness and Emergency Response Association is a commitment by the Chemistry Industry Association of Canada, its members, partner companies, and each of their employees to making the entire chemical cycle life safer.

The Community Awareness and Emergency Response Association requires each member company to have ongoing processes to identify and respond to community concerns, inform the community of risks associated with company operations, and have its own emergency plan integrated with the community's emergency response plan. The Community Awareness and Emergency Response Association group of companies meet with the public through an established Community Advisory Panel which is a group of community members that meet regularly throughout the year.
