City Council on May 5 and 6, 2021, adopted the following: 1. City Council amend the Approved 2021 Transportation Services 2021-2030 Capital Budget and Plan to redirect the project cost within the Neighbourhood Improvement Program from CTP417-04 - Trent Avenue, Kelvin Avenue and Luttrell Avenue to new CTP421-03 - Main Street Toronto Transit Commission Station Laneways, in the amount of $150,000, with funding from Section 37 community benefits obtained from the development at 14 Trent Avenue (Source Account: XR3026-3700796), to improve the laneways around the Main Street Toronto Transit Commission station to be completed by The Laneway Project.

2. City Council authorize the General Manager, Transportation Services, to release funding to The Laneway Project, subject to The Laneway Project signing an Undertaking outlining terms and conditions governing the use of the funds, the financial reporting requirements, and the adherence to relevant City policies as applicable.

This Motion is to reallocate Section 37 funds secured from the development at 14 Trent Avenue from 2015 to improve the public laneways around the Main Street Toronto Transit Commission station. In the 2014-2018 term of Council, $400,000.00 of Section 37 funds were secured for this site. In May 2018, a Member's Motion was passed to allocate $300,000.00 in funds for the Transportation Services Neighbourhood Improvement Program and $89,383 was allocated to The Laneway Project to make laneway enhancements near Trent Avenue, Kelvin Avenue and Luttrell Avenue (2018.MM41.17).

Due to limited staff resources, designs for these improvements have not been advanced and the funds remain unspent more than five years after the original development was approved. This Motion would allow for much needed improvements to the safety, accessibility and vibrancy of the busy Main Street Toronto Transit Commission station. The Laneway Project will work closely with the City and the Toronto Transit Committee to develop and implement appropriate public realm plans and construction to enhance the laneways. This Motion is deemed urgent to enable the timely enhancement of the laneways around Main Street Toronto Transit Commission station.
