City Council request the Medical Officer of Health and the General Manager, Shelter, Support and Housing Administration to report back with an update on all residential rehabilitation treatment programs and services currently offered in the City by all levels of government and by all non-profit agencies for individuals of limited income who are dealing with substance abuse challenges.

Substance abuse continues to be an urgent public health emergency in Toronto and it has been further exacerbated by the COVID-19 pandemic. There has been an alarming increase in overdoses throughout the COVID-19 pandemic and it continues to worsen.
