Too Fast Too Furious 2 - More Action Against Stunt Driving and Speeding on the Don Valley Parkway - by Councillor Paula Fletcher, seconded by Councillor Shelley Carroll

For the past few years' residents living along the Don Valley Parkway, one of the busiest arteries in our City, have been reporting stunt driving and racing on the Don Valley Parkway. Since the summer of 2020, the number of complaints has increased. The residents are not only concerned about possible injuries and fatalities, but they are also concerned about the noise and vibrations late at night. Council has recently recognized the severity of our dangerous driving practices in October 2020 when, at the request of Councillors Minnan-Wong and Carroll (MM25.24 Too Fast, Too Furious: Addressing Street Racing) it adopted the following recommendation: City Council direct the City Manager to convene an action table with appropriate stakeholders to address the significant increase in street racing on local streets and highways from a safety, noise, and traffic perspective As well, on May 31, 2021, Bill 282, Moving Ontarians More Safely Act, 2021, passed third reading in the Ontario Legislature and will be passed into law soon. This legislation introduces new measures to combat high-risk driving and improve road safety, including longer driver's licence suspensions and vehicle impoundment periods for drivers who engage in aggressive driving, stunt driving, and street racing.

3. City Council request the General Manager, Transportation Services to report to the September 14, 2021 meeting of the Infrastructure and Environment Committee on how Bill 282, Moving Ontarians More Safely Act, 2021 might make Toronto's roads safer; and to include in that report what authority would be required to conduct automated enforcement of dangerous street racing. 4. City Council request the Executive Director, Municipal Licensing and Standards to include the Don Valley Parkway in the City's Noise Team and Toronto Police Services' upcoming education initiatives to inform the motorcycle industry, riders and enthusiasts on the acceptable noise levels for motorcycles on Toronto roadways; and to report to the September 14, 2021 meeting of the Infrastructure and Environment Committee on those initiatives and related community noise concerns. 5. City Council request the City Manager to report to the July 5, 2021 meeting of the Infrastructure and Environment Committee on the work of the action table convened, as per Council's request of October 27, 28 and 30, 2020 in Member Motion MM25.24, with appropriate stakeholders to address the significant increase in street racing on local streets and highways from a safety, noise, and traffic perspective.
