City Council request the Executive Director, Municipal Licensing and Standards, working with the Toronto Police Service, to increase by-law enforcement to the maximum possible extent, with particular focus on gatherings, littering and noise violation at Woodbine Beach and the eastern beaches after 10:00 p.m. on Fridays, Saturdays and Sundays until Fall 2021. 3. City Council request the General Manager, Solid Waste Management Services and the General Manager, Parks, Forestry and Recreation, to work together to increase litter pick-up and emptying of garbage bins at Woodbine Beach and the eastern beaches to at least three-times per day on Fridays, Saturdays and Sundays until Fall 2021.

As we enter these warm, hopeful summer months, it's been incredible to see Torontonian's enjoying the City's extensive, beautiful parks and public spaces in numbers we've never seen before. Like many City Council colleagues, I am hopeful the pandemic will bring renewed attention to the value of investing in and supporting our public spaces for generations to come. Unfortunately, many of the communities surrounding our most popular parks and public spaces have been inundated by large crowds and the associated litter, traffic and parking impacts, and at its worst, safety issues.

In my own Beaches-East York community, the areas in and around Woodbine Beach and the eastern beaches have been overwhelmed by inaccessible streets, large gatherings and a deluge of litter and garbage. We made best efforts to put a proactive plan in place based on the lessons learned from last summer. What we've seen so far in 2021, however, is unprecedented even by pandemic standards. This Motion asks City Council to support urgent measures to address the ongoing pressure at Woodbine Beach and in the eastern beaches including requesting support for even more enhanced garbage pick-up, additional enforcement support, and a dedicated towing program to relieve extensive pressure on local streets. This matter is urgent given the increasing, ongoing pressure on local communities around Woodbine Beach and the eastern beaches.
