At its meeting held on October 27, 28 and 30, 2020, City Council adopted Item PH17.11 entitled, "Amendments to the Municipal Code: Chapter 103 - Heritage, and Chapter 27 - Council Procedures". As described in the staff report, Provincial Bill 108 (More Homes, More Choice Act) made significant amendments to the Ontario Heritage Act that will have an impact on how the City of Toronto undertakes heritage planning. At the time of the report, the Province also released a draft regulation associated with these amendments which had not yet come into force.

Recently, it was announced that Provincial regulation (Ontario Regulation 385/21) and the Bill 108 amendments to the Ontario Heritage Act will be proclaimed into force on July 1, 2021. This Motion would align with the staff review being undertaken to give effect to the implementation of the changes to the Ontario Heritage Act as previously authorized by City Council in Item PH17.11. This Motion is urgent because it relates to amendments to the Ontario Heritage Act that will come into force on July 1, 2021 and aligns with the staff review currently underway.
