Authorization to Release Section 37 Funds from the 203 Jarvis Street Development for Allan Gardens Off-Leash Area Capital Improvements - by Councillor Kristyn Wong-Tam, seconded by Councillor Mike Layton

All maintenance complaints have been forwarded to Park Operations staff and there has been ongoing work as a result, but clearly it is not enough. Outstanding issues raised that have long-term health and safety impacts include grading, surfacing, irrigation, inadequate lighting, broken gates, and gaps in and under the existing fencing. Parks, Forestry, and Recreation staff have finally committed to preparing for public consultations next year to initiate a complete capital redesign and reconstruction of the entire Allan Gardens Dog Off-Leash Area. This will give us an opportunity to address all of the structural deficiencies as well as maintenance concerns raised by the community. In the meantime, community benefits funding should be released to immediately address the most urgent capital improvements identified by the community. This work should not be delayed any further by Parks, Forestry and Recreation. Authority from City Council is required to add a new capital sub-project for improvements to the Off-Leash Area in Allan Gardens in 2022, with funding from Section 37 generated from the 203 Jarvis Street Development.
