City Council on November 9, 10 and 12, 2021, adopted the following: 1. City Council amend Item IE23.13 by replacing the roadway "Cherry Street" in Part 4 with the roadway "Saulter Street South". 2. City Council amend Item IE23.13 by rescinding the designated cycle tracks on Saulter Street South, between Villiers Street and Commissioners Street, on the westerly northbound lane adjacent to the westerly southbound cycle track in Attachment 3 - Designated Cycle Track to the report (June 18, 2021) from the General Manager, Transportation Services.

City Council rescind the existing compulsory stop control for southbound traffic on Saulter Street South at Commissioners Street.

City Council on July 14, 15, and 16, 2021 adopted Item IE23.13 - "Port Lands Flood Protection - Lake Shore Boulevard East Trail and Lower Don Trail Construction Closures and Detour Routes" (http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2021.IE23.13). Some errors and omissions in the recommendations have since been discovered and require correction. In addition, parking amendments on Villiers Street, between Cherry Street and Don Roadway are required to address safety concerns.

As such, a reopening and amendment of the Item is required. The required amendments include the installation of temporary traffic control signals at the intersection of Commissioners Street and Saulter Street South and rescinding of traffic control signals at the intersection of Commissioners Street and Cherry Street. The traffic control signals at Commissioners Street and Saulter Street South will result in a dedicated westbound right-turn lane. The by-law designation is required from November 11, 2021 to December 31, 2024. As part of the detour route, cycle tracks were installed on both sides of Villiers Street, between Cherry Street and Saulter Street South, with three hour parking on the south side of the south branch of Villiers Street, between Cherry Street and Don Roadway. Based on site observations, the parking lane, immediately adjacent to the cycle track is creating a potential safety concern with cyclists. Therefore, the parking lane will be removed along the subject section of Villiers Street and replaced with a stopping prohibition, in effect at all times. The bi-directional cycle tracks on the west side of Saulter Street, between Villiers Street and Commissioners Street has been modified to accommodate a wider turning radius for eastbound right-turning heavy vehicles. The new condition will consist of a pedestrian walkway on the west boulevard and the existing trail will be repurposed as a designated southbound cycle track. The northbound cycle track will be located on the roadway, immediately adjacent to the west curb. Thus, the designated southbound cycle track will be rescinded. REQUIRES RE-OPENING: City Council Item IE23.13 (July 14, 15 and 16, 2021), as it relates to Parts 3 and 4 of City Council's decision.
