City Council on March 10, 2021, adopted the following: 1. City Council request the Province of Ontario to amend Bill 251, Combating Human Trafficking Act, 2021, to explicitly include: a. short-term rental operations in the Accommodation Sector Registration of Guests Act, 2021; and b. detailed registration requirements applying to short-term rental owners, operators and hosts in Schedule 1, Accommodation Sector Registration of Guests Act, 2021.

2. City Council request the Executive Director, Municipal Licensing and Standards, in consultation with the Toronto Police Services Board and the Executive Director, Social Development, Finance and Administration, to report back to the June 28, 2021 meeting of the Planning and Housing Committee on current standard and practices used by City staff to identify and report potential human trafficking associated with short-term rental units. 3. City Council request the Executive Director, Municipal Licensing and Standards to report back to the June 28, 2021 meeting of the Planning and Housing Committee on the feasibility of including the following information, updated regularly, through the City's Open Data portal, City website and/or through the Municipal Licensing and Standards Investigation Activity map related to short-term rental applications and enforcement: a. number of applications; b. number of applications approved; c. number of applications cancelled; d. number of applications denied; e. number of applications revoked; f. number of applications intended to deny; g. number of applications under review; h. number of addresses under active investigation into violations of the Short-term Rental By-law; i. number of addresses with closed investigations into violations of the Short-term Rental By-law; j. number of addresses with charges brought forward from violations of the Short-term Rental By-law before the courts; k. number of addresses with charges brought forward from violations of the Short-term Rental By-law that have been resolved before the courts; and l. number of addresses implicated for use of human and drug trafficking plus other criminal activity.

The Planning and Housing Committee: 1. Requested the Executive Director, Municipal Licensing and Standards to report to the April 22, 2021 meeting of the Planning and Housing Committee on the appropriateness of extending the period covered by registration fees paid by Short Term Rental operators during a period in which the provincial government restricts their operations. 2. Requested the Executive Director, Municipal Licensing and Standards and the Director, 311 Toronto report to the April 22, 2021 meeting of the Planning and Housing Committee on implementing a better mechanism on 311 to record and track residents' calls about short term rentals and include dedicated service request categories for calls on this issue.

3. Request the Executive Director, Municipal Licensing and Standards report to the April 22, 2021 meeting of the Planning and Housing Committee with recommendations on how to: a. ensure that Short Term Rental Companies validate listings and advertisements against the information posted on the City's OpenData portal before posting them on their platforms; and b. request confirmation of those companies that they will follow that procedure. The Executive Director, Municipal Licensing and Standards gave a presentation on Update on Short-term Rental Regulations.
