in consultation with the Executive Director, City Planning and the Acting General Manager, Economic Development and Culture, additional outreach in Employment Areas with businesses, industries, Business Improvement Areas, and other stakeholders to explain the proposed changes and to address concerns and determine if there are opportunities to address the concerns; b. providing information to places of worship in located Employment Areas to ensure that they understand what is required to maintain legal non-conforming status; c. a review of Religious Organizations and Places of Worship in York South Weston (Ward 5) that have been in existence before the 2013 Municipal Comprehensive Review and whether they can be recognized in zoning; d. a review and recommendations on removing the Holding Provision "H" for the MC zone in North York By-law 7625 within the Duke Heights Business Improvement Area; e. a review of the timing of changes to zoning permissions for hotels, institutional uses, recreational uses and entertainment uses in the Keele Finch Plus Secondary Plan Area, such that permissions for these uses are not removed pre-maturely before the Council-endorsed Secondary Plan comes into force; f. consideration of the following amendments to the draft zoning by-laws respecting bingo halls and places of assembly to preserve their ability to operate in Employment Areas: 1. amend Part 6 by deleting the words "Place of Assembly (11,19)" so that it now reads as follows: 6. Zoning By-law 569-2013, as amended, is further amended as follows: (A) In Clause 60.40.20.20, Regulation (1)(B), delete "Hotel (5)", "Place of Assembly (11, 19)", "Place of Worship (29, 20)", and "Recreation Use (7)". 2. amend the Etobicoke Zoning Code in Attachment 9 to the report (October 15, 2021) from the Chief Planner and Executive Director, City Planning as follows: a. amend Part 1(I) to continue to allow for bingo hall uses in IC.1 and IC.2 zones by adding the words "bingo halls" as follows: (I) In Section 304-33(E), delete it in its entirety and replace with: "E. Commercial/Recreational Facilities: bingo halls; studios for arts-related purposes, provided that they do not include the instruction of art, music, languages and similar disciplines.". 3. amend the North York Zoning By-law 7625, York Zoning By-law 1-83, Toronto Zoning By-law 438-86, Leaside Zoning By-law 1916, East York Zoning By-law 6752, and Scarborough Employment Districts Zoning By-law 24982 in Attachments 2,3,4,5, 6 and 7, so as to preserve existing as-of-right permissions for bingo hall uses; g. a review of all Religious Organizations or Places of Worship in York South Weston (Ward 5) that have been in existence before the last Municipal Comprehensive Review 2013 consultation process; h. the feasibility of ensuring that Places of Worship that in Core Employment Areas are determined to have legal non-conforming status, are informed that once the use ceases to exist, the legal non-conforming status ends; i. the identification of ancillary uses associated with Cultural Industries that may be appropriate to permit in certain Employment Areas on a site and area specific basis as part of the current Municipal Comprehensive Review of the Official Plan (Our Plan Toronto); j. a review of the Official Plan and the City's Employment Areas, to look at areas where impactful industries may not be appropriate and to consider the introduction of daycares to support existing workers nearby, including on sites that staff may bring forward for conversions; and k. consideration of an amendment to the Zoning by-law to allow banquet halls.

Toronto's Official Plan includes extensive policies that recognize the importance of Employment Areas to provide for a broad and diverse employment base. On December 10, 2019, the Planning and Housing Committee endorsed a proposed two-phased zoning framework to bring the City's zoning by-laws into conformity with Official Plan Amendment 231 (OPA 231), Employment Areas policies. Phase 1 of the review involves the removal of sensitive land uses as permitted uses in all former general zoning by-laws and the city-wide Zoning By-law for lands designated as Employment Areas in the Official Plan.

This report summarizes the Phase 1 review and recommends amendments to all of the in-force zoning by-laws to remove permissions for sensitive land uses or other land uses that are not permitted in General Employment Areas or Core Employment Areas under the policy direction of OPA 231. This report also describes the next steps for Phase 2 of the review.

and all BIA members on OPA 231 that would cover all aspects of the proposed changes and which would also cover the concerns that have been expressed by BIA members' representatives at the October 18, 2021 meeting; and that the initial proactive outreach to concerned members happen as quickly as possible, well before the November 9, 2021 meeting of City Council; and that the relevant city officials report directly to City Council on the results and findings of these meetings. 2. Requested the Chief Planner and Executive Director, City Planning and the Acting General Manager, Economic Development and Culture to meet with representatives of the DUKE Heights Business Improvement Area, to discuss the concerns set out in their correspondence to the Planning and Housing Committee, and which processes may be appropriate to resolve the concerns prior to the November 9, 2021 meeting of Toronto City Council. The Planning and Housing Committee commenced a statutory public meeting on June 28, 2021, that continued on September 21, 2021 and ended on October 18, 2021 and notice was given in accordance with the Planning Act.
