The Toronto and East York Community Council directed: 1. Staff schedule a community consultation meeting for the lands pertaining to 471-479 Queen Street East, which includes the provision of accessibility resources including closed captioning and, upon request, sign language interpretation at the sole cost of the applicant, in consultation with the Ward Councillor. 2. Staff continue to work with the applicant to address issues identified in this report and additional issues that may be identified through the continuing review of the application, agency comments and further community consultation processes.

3. The Director, Community Planning, Toronto and East York District and the applicant, in consultation with City Planning, Transportation Services, Parks, Forestry and Recreation and any other necessary City officials, to create a working group and to consult with the local community as part of the Site Plan process, including the local residents association and other stakeholders, on the following prior to the issuance of Final Site Plan Approval pursuant to Section 114 of the City of Toronto Act: a construction and traffic management plan, landscape and public realm plans, building materials and lighting, and other issues as identified by the Ward Councillor.

This report provides information and identifies a preliminary set of issues regarding the application located at 471-479 Queen Street East. The application proposes a 15-storey (51.1 metres plus a 3.7-metre mechanical penthouse) mixed-use building with ground floor retail uses and 143 residential dwelling units. The proposal involves the demolition of the fire-damaged building at 479 Queen Street East. Staff are currently reviewing the application.

It has been circulated to all appropriate agencies and City divisions for comment. The proposal is not supportable in its current form. Staff will work with the applicant to address the issues outlined in this report. A community consultation meeting is scheduled for March 29, 2021.
Staff recommended
The City Planning Division recommends that: 1. Additional mailing costs resulting from an expanded notification area for the community consultation meeting held on March 29, 2021 beyond 120 metres from the site be borne by the applicant. 2. Staff continue to work with the applicant to address issues identified in this report and additional issues that may be identified through the continuing review of the application, agency comments and further community consultation processes.
