I am writing today regarding a redevelopment at 17 Boothroyd Avenue. The applicant is proposing to convert an existing triplex into a six-unit apartment building. They are proposing to provide five parking spaces on site. They required a variance as the by-law requires six parking spaces for residents and three for visitors. At the Committee of Adjustment the applicant argued that the proximity to transit was among key factors as to why they did not need to provide the full parking requirement.

The principle that I am following is that that applicants who argue for a lesser parking ratio than required by the bylaw that should not be able to supplement their parking supply by using the on-street permit spaces.
