Terra Nova is a retirement home located at 1289 Dundas Street West in the Little Portugal neighbourhood. In front of the building is a section of the street marked by outdated "yellow lollipop" No Parking Signs, which were installed by the pre-amalgamation City of Toronto. The space is regularly used to drop-off residents as well as by Wheel-Trans and ambulances. However, these signs have no legal authority and are not enforceable by the Toronto Parking Authority (PKE), which has led to cars parking in front of the retirement home when technically they should not be located in this area.

Guidance from the City's Traffic Operations division was sought with respect to making a recommendation on this issue concerning the area in front of Terra Nova, and as a result I am recommending that the parking by-law be amended as outlined below.
