City Council on July 14, 15 and 16, 2021, adopted the following: 1. City Council exempt the implementation of Permit Parking on Davenport Road, between New Street and Berryman Street from the requirements of subsection 925-4B of City of Toronto Municipal Code Chapter 925, Permit Parking, until such time as Toronto and East York Community Council considers a request for implementation of Permit Parking at this location.

In 2020, my office received a request from the ABC Residents' Association to add permit parking, within area 5E to the existing metered spots on the west side of Davenport Road, between New and Berryman Streets. This area is seeing unprecedented pressure on the neighbourhood's existing permit parking, particularly on streets such as Bishop, Berryman, and Hazelton, whose built form means that limited spots are available to residents.

Although the City conducted a permit parking poll regarding the proposed change, only three ballots were received by City Clerks (two against and one in favour). The ABCRA does not believe this to be representative of the position of a majority of neighbours, and my office has also received additional communication from nearby residents in favour of this change. . I am seeking an exemption from the requirements of subsection 925-4B of City of Toronto Municipal Code Chapter 925, Permit Parking, as the response rate was so low; residents on surrounding streets who would be directly and positively impacted by this change were not polled; and I have heard from a number of residents who are in favour of implementing the permit parking program.
