On October 17, 2019, Councillor Wong-Tam on behalf of the Winchester Park Residents' Association submitted a Naming or Renaming an Existing application to name a City park at 149 Bleecker St., identified as the north portion of Winchester Park to Bleecker Parkette. This naming proposal meets the criteria outlined in the City of Toronto Property Naming Policy. Further this naming request, although not subject to the moratorium under the Dundas Street Petition, has been reviewed by the Recognition Review team as not honorific in nature and therefore can proceed with renaming.

The Ward Councillor, local Business Improvement Area (BIA) and area residents believe that naming this portion of parkland would provide a unique identifier that would enhance the parks identity and community safety. The public consultation to name this park was open to City of Toronto residents and included the installation of a temporary sign at 149 Bleecker St. that raised awareness of the renaming and included information about the online public survey. The survey received 14 applicable responses, with the majority (71 percent) in favour of the park naming.

The General Manager of Parks, Forestry and Recreation Division recommends that: 1. Toronto and East York Community Council adopt the naming of the property located at 149 Bleecker St. to Bleecker Parkette.
