The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). The proposal represents appropriate intensification on an Avenue that makes efficient use of land, resources and infrastructure. This report reviews and recommends approval of the application to amend the Official Plan and zoning by-law as it conforms with the Mixed Use Areas policies of the Official Plan and the achievement of complete communities by providing a mix of uses in compact built form that is transit-supportive while appropriately transitioning to lower-scale neighbourhoods.
