CALL TO ORDER: 1:52 p.m. Speaker Nunziata took the Chair and called the Members to order. Speaker Nunziata advised Members that as Council has not yet completed Meeting 48, Meeting 49 is now recessed until the completion of Meeting 48. Speaker Nunziata reconvened Meeting 49 at 2:03 p.m. and proposed that Council dispense with the National Anthem and the Moment of Silence, Council having done them in the morning meeting.

Speaker Nunziata gratefully acknowledged that City Council was meeting on the traditional territory of many nations including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenasaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. Speaker Nunziata also acknowledged that Toronto is covered by Treaty 13 signed with the Mississaugas of the Credit. Speaker Nunziata advised Council of the following: For the benefit of those who are connected to the internet, the City Clerk has posted all of the agenda materials for today's meeting at toronto.ca/council. This meeting is being held as a hybrid meeting. Members of Council, staff, candidates and the public are participating in today's meeting remotely and in person, and the meeting is being streamed live on YouTube. I'd like to welcome the candidates and other members of the public who are with us here today, and who are watching the meeting online. Speaker Nunziata advised Council that this special meeting of Council has been called for the following purposes: 1. to fill the vacancy in the Office of Councillor, Ward 1, Etobicoke North by considering and appointing a candidate to the Office in accordance with the procedures adopted by City Council at its July 19 to 22, 2022 meeting; and 2. to introduce and enact a by-law for this Special Meeting. Speaker Nunziata advised Council that this is a special meeting, and that under Council's Procedures, no other business items, such as Notices of Motions, may be introduced. This rule cannot be waived.
