Call to Order

Mayor Tory remarked that Queen Elizabeth II was the longest reigning monarch in British history, was the longest reigning female monarch as well as the second longest reigning monarch in world history. Mayor Tory spoke of Her Majesty's long, extraordinary life that she gave to public service. Mayor Tory noted that Her Majesty was a role model of a strong and enduring female leader and was an example of stability and continuity in a world of increasingly rapid change. Mayor Tory spoke of how Her Majesty visited Toronto seven times between 1951 and 2010 and often referred to Canada as her second home. Mayor Tory spoke of the various events attended and places visited by Her Majesty during her stay in Toronto. Mayor Tory, on behalf of City Council and the residents of Toronto, honoured Her Majesty Queen Elizabeth II and her great life of service and expressed condolences to His Majesty, King Charles III and the Royal Family on the passing of the Queen. Mayor Tory introduced a video highlighting the many visits to Toronto Her Majesty made during her reign. Members of Council observed a moment of silence on the passing of Queen Elizabeth II followed by the playing of God Save the King. Speaker Nunziata called upon Mayor Tory to address City Council about the passing of Constable Andrew Hong, Toronto Police Service. Mayor Tory acknowledged Constable Hong's wife and children who were present in the Chamber. Mayor Tory spoke of Constable Hong's exemplary career as a 22 year veteran and member of the Traffic Service Unit of the Toronto Police Service. Mayor Tory remarked that Constable Hong was a good person who was well respected. Mayor Tory spoke of Constable Hong's dedication and service and thanked his family for the sacrifices they made in allowing him carrying out his service to the City. Mayor Tory, on behalf of City Council and the residents of Toronto, expressed profound sympathy and gratitude for Constable Andrew Hong's service. Members of Council observed a moment of silence and remembered Constable Andrew Hong. Members of Council also observed a moment of silence and remembered: Donald (Don) Adams Audrey Lucas Peter Oliver, and Morris Polansky Speaker Nunziata acknowledged that City Council was meeting on the traditional territory of many nations including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. Speaker Nunziata also acknowledged that Toronto is covered by Treaty 13 signed with the Mississaugas of the Credit. Speaker Nunziata advised Council of the following: For the benefit of those who are connected to the internet, the City Clerk has posted all of the agenda materials for today's meeting at toronto.ca/council. This meeting is being held as a hybrid meeting. Members of Council, staff and the public are participating in today's meeting remotely and in person, and the meeting is being streamed live on YouTube. I'd like to welcome the public who are with us here today, and who are watching the meeting online. Today's special meeting of Council is for the following purposes: 1. to consider deferred Item PH35.12 from the July 19 to 22, 2022 meeting; 2. to consider urgent New Business Heritage matters; and 3. to introduce and enact General Bills and a Confirming Bill for this special meeting. Members of Council, this is a special meeting. Under Council's Procedures, no new business items, such as Member Motions may be introduced. This rule cannot be waived.
