The Toronto and East York Community Council directed: 1. Staff schedule a community consultation meeting for the application located at 289 - 299 Balliol Street together with the Ward Councillor. 2. Notice for the community consultation meeting be given to landowners and residents within 120 metres of the application site, and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

This report provides information and identifies a preliminary set of issues regarding the Zoning By-law Amendment application for a 28-storey residential building, containing 260 dwelling units. The existing site is too small to accommodate the proposed tower and achieve the objectives of the Secondary Plan. Staff do not support this proposal as currently submitted. To advance the application, appropriate tower setbacks and separation distances will need to be achieved or secured, or a mid-rise building typology will need to be explored.

The application has been circulated to all appropriate City divisions and public agencies for comment. City Planning staff will proceed to schedule a Community Consultation Meeting for the application, in consultation with the Ward Councillor.
