Construction Staging Area Time Extension and Traffic Amendments - 524 Oakwood Avenue

Toronto and East York Community Council, at its meeting on December 2, 2020, authorized the subject construction staging area from January 4, 2021 to August 31, 2021. Transportation Services is requesting authorization to extend the duration of the construction staging area on the public laneway for an additional five months, from February 17, 2022 to July 31, 2022, to allow for the construction of the development to be completed. It should be noted that during the lapse in approval period, the site has been operating under a monthly Street Occupation Permit. The developer has requested an extension of the duration of the construction staging area on the public laneway, as the site has experienced a number of construction delays. Additionally, authorization is requested to temporarily convert a section of Amherst Avenue from one-way eastbound traffic operations to two-way traffic operations. This will allow property owners impacted by the subject laneway closure to access the east-west portion of the public laneway.

3. Toronto and East York Community Council prohibit stopping at all times on the north side of Amherst Avenue, between Oakwood Avenue and the lane first west of Oakwood Avenue. 4. Toronto and East York Community Council direct the applicant to continue ensuring that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 5. Toronto and East York Community Council direct the applicant to continue to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications. 6. Toronto and East York Community Council direct the applicant to continue providing a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 7. Toronto and East York Community Council direct the applicant to continue providing a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 8. Toronto and East York Community Council direct the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 9. Toronto and East York Community Council direct that the public laneway and Amherst Avenue be returned to pre-construction traffic and parking regulations when the project is complete.
